Registration brings RTOs many duties like annual declarations, AVETMISS reporting, and marketing compliance, yet validation often proves to be the most feared.Despite our extensive coverage on validation, let's re-examine the term. ASQA states that validation is a quality check of the assessment process.
Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.
According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.
The standards require RTOs to perform two types of validation.
The first kind of assessment validation ensures your RTO's assessment adheres to the training package requirements within your scope.
The next validation type confirms assessments are conducted following the principles of assessment and rules of evidence.
This means we validate assessments both before and after they are conducted. This article will cover the first type—assessment tool validation.

As mentioned earlier and in our earlier blogs, validation is split into two parts: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, often referred to as pre-assessment validation or verification, deals with ensuring all unit requirements are addressed as per the first part of the clause, ensuring complete workbook compliance.
On the other hand, post-assessment validation deals with implementation, ensuring Registered Training Organisations follow the Principles of Assessment and Rules of Evidence.
This piece will highlight assessment tool validation.
Methods for Conducting Assessment Tool Validation
Understanding the two types of validation allows us to delve into the specifics of assessment tool validation.
Appropriate Times for Assessment Tool Validation
The aim of assessment tool validation is to make sure that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.
Hence, whenever new learning resources are bought, assessment tool validation is necessary before student use.
No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.
However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:
- resources are updated
- your scope includes new training products
- you review your course against training product updates
- your learning resources get identified as a risk during your risk assessment
ASQA's risk-based approach to regulation necessitates regular risk assessments by RTOs. If there are student complaints about learning resources, it's an opportune time for assessment tool validation.

Bear in mind, this validation is meant to ensure all learning resources are compliant before use. All RTOs are required to validate all unit resources.
What Do You Need for Assessment Tool Validation?
Study Resources
For validating your assessment tools, you will need the full array of your learning resources:
Mapping tool – the first document you should look at. It highlights which assessment items meet unit requirements, accelerating validation.
Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.
Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – may consist of checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they suit the assessment task and address unit requirements.
Validation Board
Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.
The members of your validation panel must collectively have:
Relevant vocational competencies and industry skills applicable to the unit being validated
Recent knowledge and expertise in vocational teaching and learning
One of the following training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or the next version
Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool is advantageous for both the validation process and documentation. It aids in viewing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it can serve as proof that you have validated your resources before they are used by students.
ASQA does not specify a required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools as a whole to ensure they meet the principles of assessment.

While these templates facilitate the validation process, they can result in judgment errors due to the limited space for comments on each assessment item.

As stated in our blog post Common Problems In Assessment Tools, you must ensure your assessment tools allow trainers to adhere to assessment principles and evidence rules.
Core Principles of Assessment
Fairness – Is the assessment process equitable and accessible to everyone?
Flexibility – Are multiple options available in the assessment to demonstrate competence based on different needs and preferences?
Validity – Does the assessment evaluate what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment produce consistent results every time, regardless of who conducts the training? Will different assessors make the same decision on skill competence?
Basic Rules of Evidence
Validity – Does the evidence show the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?
Authenticity – Does the assessment tool ensure that the work is the candidate’s own?
Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?
Although these are commonly addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To avoid using learning resources that do not address all unit requirements, ensure you follow these guidelines:
Lead by Example
Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
change nappies
bottle preparation, feeding babies from bottles, and cleaning equipment
prepare solid food and feed infants
respond to baby signs and cues suitably
prepare babies for sleep and soothe them
monitor and support physical exploration and gross motor skills appropriate for the age
Having students describe changing nappies for babies under 12 months doesn’t directly fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Be Mindful of Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t suffice.
All or Not Competent
Observe the lists. As mentioned above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?

Every assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions do not confuse students or assessors. For example:
What kind of information can be included in a work package?
What details can be included in a work package?
Answers can include:
Needed resources
Associated expenses
Activity duration
Designated duties and responsibilities
If an assessment item calls for several answers, specify the number of answers needed from a student. This ensures your assessment is reliable, and the evidence gathered is valid.
The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:
Name a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.
Answers may include, but are not necessarily limited to:
Weather conditions – click here isolation of work area, engineering, PPE
Work area and ground conditions – eliminating hazards, isolating, engineering controls

Avoiding double-barrelled questions simplifies responses for students and allows assessors to judge competence accurately.
Given these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” But these guarantees require waiting for an audit before rectifying noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
